Finance Workshop

New York, 3 - 7 July 2007: The Finance Workshop brought together the finance team from all the six regions. Ms Norhayati Adnan, Programme Officer and Mr Vijay Kumar, Financial Assistant from ESEAO Region participated at the workshop.

The Financial Controller of IPPF emphasized on the current financial situation of IPPF. The participants were also briefed on the recent developments on finance especially with regard to donors and their funding. Experiences were shared during presentations especially from SAR and Arab World.

The Western Hemisphere Regional Office briefed on the Resource Allocation system and how it was used to assess MA funding needs. They also shared experience with accounting systems for both Member Association level and Secretariat level. The group then discussed the use of Navision, an accounting system used by the Western Hemisphere Regional Office.

The proposed venue for the next Financial Workshop is scheduled for June 2008 in Kuala Lumpur, Malaysia.

Needs Assessments & Technical Assistance on Medical Abortion

DPR Korea, 14 – 20 July 2007 : Dr Tran Nguyen Toan, Programme Manager for Medical and Technical visited DPR Korea to support the Medical Abortion Project. A survey was conducted at 7 hospitals on Abortion Client Satisfaction and the findings analysed and discussed with the MA.

The team visited the Phyongsong, Maengsan and Unryul FP clinics and observed the following:

  • service providers seem at ease using Ipas MVA Plus
  • they have mostly shifted from EVA to MVA – EVA being used with Ipas Easygrip cannulae
  • clients are very satisfied with MVA and have spread the word
  • the FP clinics have reported an increase in abortion procedures (up to 20%)
  • all FP clinics have 2 MVA Plus syringes and 3-4 Easygrip sets

The KFP & MCHA, DPRK and Dr Toan will be following up on the SAAF proposal and Dr Toan will also be discussing the scaling up of MVA with WHO.

July 2007 Meetings

Beijing, China, 26 – 28 July 2007 : The usual July meetings for the Regional Council saw a difference. The Executive Director’s Meeting and Youth Forum was postponed to October 2007 to enable the participants attend the APCRSH Conference at Hyderabad, India.



South Asia Region collaborated with ESEAOR and had their REC and RC, during the same period at Beijing, China. The 1st day of the July Meeting (26 July 2007) was the Joint SAR and ESEAOR Regional Council Meeting to which the President, Dr Jacqueline Sharpe, the Director-General, Dr Gillian Greer, the IPPF Legal Advisor, Mr Kweku O. Brenu, Ms Valerie DeFillipo and Mr Daniel Genberg were invited. The focus on the joint meeting was the sharing of programmes and discussions on the proposed Bill of Sexual Rights.

The ESEAOR Regional ExCo was scheduled for 27 July, and this was followed by the Regional Council Meeting. The Regional Council Meeting focused on the Amendments to the Regional Constitution, especially on Youth Participation and Representation and on Resource Mobilisation, especially focusing on the Changing Aid Structure.

The meetings ended with project site visits which included a project for ASRH and one on Prevention of HIV/AIDS for the floating population at the Construction site.

The experiences of the Joint Meeting and the Project Site visit were useful and many members expressed the need for such joint meetings.

IPPF HIV/AIDS Competency Workshop

Nairobi, Kenya, 23 – 26 July 2007 : The Central Office HIV Competencies workshop was conducted in Nairobi with 4 Regional offices and 22 countries represented with a total of 32 participants. There were 20 HIV focal countries with ESEAOR represented by:

1. Cambodia; Dr. Mak Munnit

2. China; Wang Lijuan

3. Indonesia Fahmi Arizal

4. Thailand: Ladda Jitwatanapataya

The workshop highlighted the growing success of IPPF Member Associations work on HIV and AIDS. The workshop offered an essential opportunity for staff from across the Federation to meet, share ideas and experiences and to be updated on the latest developments in the global response to the HIV epidemics.

The workshop also highlighted the value IPPF places on capacity building to improve and strengthen IPPF ability to respond to HIV and AIDS. The challenge remains to strengthen and scale up effective work and to build the evidence for linking SRH and HIV.

Launching of Thermal Plant Project

Vietnam, 16 – 20 July 2007 : The JTF funded project “Prevention of HIV and STI among Construction Workers and Community in the Vicinity of the Omon Thermal Power Plant” was launched on 17 July 2007 with the objective of informing all stakeholders of the Project and to seek and confirm commitment from all parties.

IPPF-ESEAOR was invited to provide technical support and also support the launching and commitment programme of the Project. Mrs Sun Paranjothy, Director of Programmes and Mrs Ng Soong Lek, Programme officer represented ESEAOR at the launch of the project.

The seminar at which the project was launched was well attended with representatives from IPPF, JOICFP, Board Members of VINAFPA, and Board Members of Can Tho Branch, National Commission on HIV/AIDS Prevention, Can Tho People’s Committee, Omon People’s Committee, TOA Cooperation, Omon HIV/AIDS Prevention Department, Youth Union, Women’s Union and Tourist Office.

There were clear indications of full support from the various agencies for VINAFPA and for the project and from one of the speeches made by the People’s Committee, it was clear that the Government fully supports VINAFPA’s initiative to provide services, especially geared towards prevention of STI, HIV and AIDS, and also for Reproductive Health Services. There is a current requirement that all construction sites have services (information, education and services) for the prevention of STI, HIV and AIDS for the workers at construction sites.

One outcome of the workshop was the signing of the pledge to commit towards effective support to the project by partner agencies and the local government. The local government also donated a piece of land near the construction site for the Building of the Community House for the workers to use as their centre to browse through IEC Materials and have their activities.
